This is the template I use to write my 32-pages picture book stories. Use it to arrange your thoughts to create a cohesive story flow.
The "description" column will help you to picture the story as you write it so that each page has specific story-telling text that flows into the next page. As you write the illustration descriptions you envision for each page in this column, you'll be able to avoid including descriptions in the story's text that can be shown via illustrations - this will help to keep your word count as low as possible!
The "text" column should contain the actual text that will be printed within your book.
When I complete this template with my story's text and illustration descriptions, I send it to my illustrator, along with sample photos and rough sketches, for them to use it as a storyboarding aid for my story. I've found that all the illustrators I've worked with love having such a detailed resource from the author to help them illustrate the story as closely as possible to what the author desires! This resource prevents unnecessary - and costly - edits and guessing games as to how an illustration should look!
This Word document template is pre-filled with partial notes from my George Frost: Creator of Winter story planning to better assist you with starting your writing journey. You can create a copy of it (or just download the template twice) to delete all pre-filled information to write your own story while using the original pre-filled template as a guide.
